Commitment
The town gets something it can use. A jobs speech is not that thing.
Pass. Money, or a built thing, for the town. In public. For years.
Fail. Jobs talk only. Or the money goes back to the company.
Power and water
They pay the local power and water so households don't.
Parks
Money for parks the town already needed.
Roads
Money for roads the campus will wear out.
A training place
A place in town where people learn the tools.
Credits and classes
Credits, and training, for people who live there.
These can blur. The signal does not. A gift the town can use.
