Household bills are not how the campus gets its power.
Pass. The deal says, in writing, that households do not pay the campus power.
Fail. The town's rates are the plan. Or nobody says who pays.
On-site power
The campus builds its own power.
Distant power
Power from somewhere else. Temporary power on the site is allowed while the lines are built.
A rate subsidy
If bills rise while that power is built, the company pays the difference. Households do not.
